Expert Witness: Sandi Jacobs
Sandi Jacobs is the Vice President and Managing Director for State Policy at the National Council on Teacher Quality (NCTQ). NCTQ is a non-partisan organization that advocates for reforms in a broad range of teacher policies at the federal, state, and local levels in order to increase the number of effective teachers. Prior to joining NCTQ, Ms. Jacobs was a classroom teacher in New York City for nine years and worked at the United States Department of Education for seven years. Ms. Jacobs has a B.A. from Columbia College and an M.A. from Teachers College at Columbia University.
Ms. Jacobs is expected to testify at trial about the following topics and issues:

- How California law compares to other states’ laws regarding teacher dismissals
- How California law compares to other states’ laws regarding teacher layoffs
